John O. Norquist, the former mayor of Milwaukee, who helped turn around that beaten-down city and now serves as the president of the Congress for New Urbanism, is scheduled to receive the Ed Bacon Foundation's Award for Professional Excellence. The annual award is given to those who demonstrate and advocate excellence in urban development, planning and design. Norquist is the third person to receive the award, which was formed by the foundation since its inception in 2004 afer renowned city planner, Edmund Bacon, died.
